How much capital do you’ve to invest? If you're working on a shoestring budget I would go with something like getafreelancer. But beware,individuals on there are usually an in-and-out operation and most aren't interested in code integrity or scalability but instead timelines and moving onto the next project. So chances are if you pay little you're going to get what you pay for.
Otherwise, there are plenty of good web design firms who can create for you a search engine friendly website. But for something like this, expect a starting price of around $5-6k for a good firm.
