No. A retail promotion program is a specific program: coupons, loss leader, contests, in-store demonstrations, etc. The promotion mix is part of your overall marketing mix (the 4 Ps of Marketing - product, promotion, price and place). Promotion mix is the promotion program for a specific product or service (could be a retail product but is not necessarily a retail product). Promotion mix includes selling, advertising, media, public relations, and more depending on what you are promoting.
