I already added the following meta tag
but it still won’t come up.
Answer: To get to the top of the search engine — particularly for an extremely competitive keyword such as “bank” requires more than adding a keyword metatag.
In fact, you're like ages behind in terms of SEO because Google, for example, IGNORES keyword metatags. Afterall, for years this is where webmasters have been spamming the search engines. Keyword metatag is no longer important
Plus you are competing with AUTHORITY websites with well established brands such as Bank of America, World Bank, Citibank, etc.

Answer: Unfortunately, you’re not aware of way search engines/spiders index metatags and in what order. It's begins with the
, followed by the <description> and <keywords>. Had you entered those key words in the <title>, your website would have been found on major search directories.</p>
