Good question.
I do not know your situation. However, I would like to answer your question. I doubt your company is willfully “keeping enough work”. That would be idiotic on their part. If they don't earn money, they go out of business. The problem probably lies on the company isn't able to earn the business to allow workers the overtime.
Speak with your immediate supervisor and see if there is something you can do to earn extra money within company guidelines. Make it be known you want to be an asset.
You could also ask if the prospect for getting overtime will increase in the short-term and long-term future. In the meantime, start a budget if you do not have one.
If financially you cannot make it without the overtime, by all means look for employment elsewhere that would superior compensate you. Even if it means a 2nd job. Good luck.

With the way the economy is right now, you’re lucky to have a job. As long as you are getting 40 hours a week you should be ecstatic!! They could be slicing back on overtime so they have the ability to have work for everyone so they don't have to do lay-offs!!
If you want to look for another job, go ahead. But remember, when lay-off time comes–last one hired is the first one fired.
Superior to stay where you are for now.
Answer:
he's cutting OVERTIME hrs?? so what? - there’s no guarantee with overtime - it costs the company a lot of money - how many machine shop jobs do you think are left out there in America - not many - only when he starts actually laying people off, that's when you might want to begin worrying - so long as he’s keeping you busy for 40 hrs per week, you have a job - overtime is irrelevant
Answer:
Don't leave unless you have something else lined up that pays well enough for you to justify leaving. Less overtime is superior than no pay check at all.
Answer:
I'd say so, but I'd stay away from these jobs:
