I'm about to have a meeting with my staff to address certain issues that need to be resolved. I'm having trouble figuring out how to word things without having people know/think it's about them. Any suggestions?

What I do - State the problem - state the discipline if the behavior is not corrected make eye contact with every single person while doing the above.

I had people stealing cash from a collection envelope. At our office meeting I said” There's money missing, when I find out who, that person will be fired” I knew who it was already, but couldn't prove it.

Stay away from personality references and focus on the incorrect behavior.

If you work for a massive company there should be protocal in place. If you work for a small company or own your own business you need to get an office policy together so there is never any fluctuation from what must be done and how so that each incident is treated equally.

My boss is exactly like that and all of us in the office HATE that. To be a good boss you’ve to have an open communications. Do you think those people in the office don't talk to each other? YES, they talk to each other. So, they basically know what’s up. Be frank with them and tell them (in a nice professional manner) that there are certain issues that need to be resolved. Keep an open mind and LISTEN. Take a lot of notes. It depends on how you've been treating them, which I don't think it's been good. Some people might ask you questions and ask for suggestions. Don't rush into making any decision. Look at your notes and make your decision after a real careful considerations. You might be a boss and your title is higher than everybody else. BUT, without everybody else you are nothing.

if they’re issues that are selective to one person then pull them into your office and tell them they need to shape up!

if you really don't want to, state at the beginning of the meeting that you are going to cover issues that everyone is dealing with or that this is a company wide program.
