at&t customer service i always get someone who is Indian?
i am not trying to be rude or ignorant in any way, i was just wondering why?

It is called outsourcing. Many “American” companies have more employees in India than in the USA. They take a job which costs $10 to $20 an hour in the USA, and hire someone in India who will do the job for $5/hour. If you only have 100 employees, you’re saving $500.00/hour. In addition, Indian workers don’t require pesky health plans, IRA's or Unemployment Insurance.
Any benefits which would be paid to an American worker are kept firmly in the pocket of the Company.

Usually corporations hire other companies for their customer service, because other countries labor is so much cheaper, the call center is usually overseas.
