Credit Report?

I was reviewing my credit report and I encountered a few accounts that were collection accounts but the report indicated that they’d been written off/charge off. What does written off mean? I know what charge off means. I know for sure one account had been settle with a collection bureau. The other account hasnt been paid because when I tried to contact the creditor I was told (by their computer) that my credit card didn’t exist.
