Yes - if you were employed at a job for at least 6 months that paid into unemployment insurance, and then became unemployed due to something out of your control (ie, got fired, laid off, etc). The age of the person filing for the unemployment insurance should not be an issue.

No - you cant just go to unemployment and ask for a check if you have never worked. It doesnt work like that.
