without really telling them what it's about?
(so they don't steal my idea)

Answer:
You can't. Anyone that’s silly enough to invest under those circumstances isn't going to have the money to invest.

There are many ways to both explain your concept safely and raise capital and no one's going to invest if you're not smart enough to figure them out. A non-disclosure agreement is one of the most basic. A provisional patent application adds more protection.

Part of business is problem solving. Welcome to problem number one.

Answer:
Good ideas don't make money. The products that come from good ideas make money.

I have an idea: A machine that teleports people and products through the internet. What a money savings that would be. It would revolutionize commerce and save billions in energy costs.
But its just an idea. Without a working prototype its worthless.

Answer:
If it's an invention you can protect it for only like $100 at the uspto.gov and then you can tell anyone you want. Actually you can tell anyone now if you have them sign a disclosure document which you can find on the web. Good Luck.

Answer:
You can't. Try talking to a bank instead.

Answer:
Give the bank a sound business plan and they may give you a loan.
