How long should I wait until I open a dispute with a seller on ebay?

I paid for the item through paypal the day I won the bid. I message him the first time and he said that he will send the tracking number when he ship the item. So I waited 4 days later and messaged him asking where was the tracking number, and he had not shipped it off yet…he needed another day or so to ship it off. This is the first thing I have ever bought online. How long is shipping and should I wait another week??

I believe you have to wait 10 days to file a complaint. How is the seller's feedback? That little number on the right hand side that tells you how good of a seller he is? I never buy from anyone with a rating of less then 98%. If your seller has GOOD feedback he might just really need another day to get it shipped. If the number is low ( and why would you buy from someone with bad feedback) what another day or so then email him and tell him that if you do not have the tracking number within 24 hours you will fill disputes with both ebay and paypal.

Those approval ratings on ebay are misleading. 98% could actually be 50%, you never know. Many sellers artificially inflate their scores to impress buyers. Start making comments online and note that you have not received your product even though you've paid the money. Make those comments on ebay. Also, read up on filing a complaint online through the ebay site. Email/IM him and relate that you will post those comments, and that if he wants you to retract those comments, then he better ship the goods.

When you bought the item it should have said when the seller would ship the item. I'd give him another week or so to get the item to you. He is at least communicating with you - which is good.

You can always leave feedback that shipping was slower than promised.
