I am looking for initiatives that can make step change improvements in not only conditions, but behaviors as well. Thanks for your assistance.

Answer:
I can speak from experience as our workplace has recently really become comprehensive in terms of workplace safety.

1. Training. First aid courses are a must for big and small workplaces. It can be basic or quite advanced.

2. People. Establish a committee or group that meets regularly to review safety issues or nothing will get done. If you have equal membership from many departments you'll get good feedback and buy-in from more people.

3. Communciation. Notices on the wall, company newsletter, e-mail announcements. This raises awareness and is a good start at documenting your safety procedures.

4. Equipment. The fire department, police department and commercial safety organizations are happy to visit you and make recommednations on safety equipment, certification and best practices.

5. Practice. It's amazing how few companies conduct emergency drills to see how employees would react in a crisis.
