What are small businesses typically charged for custom software, I comprehend there would be a broad range, but basically a 25 - 40 hour project. What would be the average cost that a programmer could charge the business and I mean decent, fair pricing.

A fair price for a well qualified programmer/analyst is $50.00 per hour. Based on that your job should cost somewhere between $1250 and $2000.

Look for someone with experience in designing systems — not just experience in writing programs (that someone else specified).

This is a field in which you get what you pay for. Those who are willing to work cheap usually won't produce software that you can live with.
