Answer:
FANTASTIC IDEA!

Please try your best and support her. (she must be my younger sister too! lol)

@ help her to set up a simple website, or ask this guy hoangsts@yahoo.com to do it for her; saying YMY of YAHOO! request):

* select a name easy to remember somewhat related to Healthy Treats For Pet

* use her cellphone # as business phone

* use home address as business address

* open PayPal on her behalf

* take photos of the products for the website

* list products, price of each item, minimal purchase amount ($30 - $40 per order USPS Flat Rate shipping included)

etc. (need more info. contact me)

==================

Now comes the hard part: Formulation & Writing the Private Cookbook (so that every batch is the very same)

(I can help, if I know more details)

====================

In the meantime, she has the ability to make 2 - 3 products, using home oven stand mixer ziplock bag Kinko Fed Ex print shop for self adhesive labels

(need more details here) fliers

then go around the neighborhood church function etc. (Girl Scout cookies selling technique) hiring her friends to sell ON COMMISSION ONLY, with money deposit upfront if they are the unknown reps.

Then by the age of 25, she would be a new millionaire in the USA.

Answer:
In order to run a business out of your home you need the following (regardless of age):

1. Business Liscence

2. In Home Business Permit

All food businesses are required to finish the following:

1. Certified Food Handler liscences

2. kitchen Safety Regulations/Code

However since it is for pet food i do not know what requirements (food wise) are nessecary. The best place to contact is your town/city hall. they can lead you in the right direction. A Persons age deos not affect whether or not they have the ability to open a business, they just have to have a parent co-sign on any and all documents. Hope this helps.

This has been covered before on Yahoo answers:

However, as your sister is only 12 and her business becomes successful, she’ll have to find out about possibly paying taxes through your parents for the business.

Your sister will have to really study up on pet nutrition as well. Its a lot of work, but can be very lucrative.
