My parents live in North Dakota and I'm just moving across the river into an apartment in Minnesota. Is it okay to file under my Dad's because I am a student and I use that as my permanent address? Or should I file in Minnesota because that is where I am living for the time being?

The address on your federal tax return only really controls where they would send any correspondence, so it shouldn't be a problem. But if you have to file a state return, it should be where you really live, except that if the apartment is just temporary, like for the school term, then you can still use your permanent address.
