Welfare itself isn't taxable.

In order to qualify for welfare, one has to make less than a very small amount in yearly earnings. Really small, way below poverty line small, and remember the poverty line needs to be raised upward to be accurate due to our inflated cost of living. The limit is so small, in fact, that even if welfare cases are making any money it is generally below the tax threshold. Meaning they make so little they can usually claim exempt and not pay any taxes.

Anyone can donate money to the IRS. The IRS loves to take anyone's money. I sincerely doubt that someone who is milking the system through welfare, which is provided with tax dollars, would then turn around and give money back into the system. Their lives are about taking as much from the system as they can, it seems unlikely at best that they would then return what they have pilfered. Why would someone return what they have been allowed to steal.

Anyone is allowed to send a donation to the government - it wouldn't exactly be tax, but would serve the same purpose.

Many welfare recipients have limited to neglible income from an actual employer and therefore don't file federal/state income taxes. Generally, those that are on welfare choose to file taxes have minimal to no tax liablity and are also elgible to recieve tax credits. What this means that many people that are on welfare recieve tax refund checks from the goverment and never actually have to pay any taxes.

No they do not pay taxes! They instead take the money that comes from hard working people! One of the greatest flaws in our government is the forcible redistribution of wealth from those who work to those who don't!!
